Edward Jeffords (Civilian)

Gender: Male
Hometown: Florida
Military Status: Veteran
About Me:
I am a retired USN (EOD) (Explosive Ordnance Disposal) Tech. of 23 years. A lot of my shipmates chose to become consultants upon their retirement, making big bucks, however, I chose to try to give something back to the citizens and tax payers who paid for my 23 years of training. Over 5 ½ years ago, after my friends, family and members of various boating and fishing clubs came to me asking where and what they could to with their old outdated marine visual distress signal flares, I started making calls and writing letters to find that no one would take responsibility for these old flares and all I got was a lot of finger pointing. So at this time, I took on this project personally, which cost my wife and me a few thousand dollars and hundreds of hours of hard work. During this process, I did a lot of testing and research on these old marine flares, which I feel I should share with you. There are over 500,000 of these old flares being discarded in our waterways, woods and trash. These old flares become very hazardous with time, due to heat and humidity and they should not be kept lying around or stored on your boat. Also, I must caution you that in time the projection type cartridges for the marine flare pistol or any other projected type flares lay in your boat on their sides or many other positions and due to time and the bouncing of the boat, the propellant settles to one side and when you fire the projectiles, they travel in the direction as to the settlement of the propellant and become erratic, henceforth, could come right back in your direction and could set your boat on fire or injure someone. This is another reason that old outdated marine flares SHOULD NOT be fired off on the Fourth of July or any other holiday, it could be your home that you set on fire. These flares burn for 3 minutes at a very high temperature and nothing will put them out. Also by discarding these flares in the woods, waterways and etc., they are contaminating our wells and water aquifers with very toxic chemicals, plus the hazards to our kids and grandkids, finding them and their curiosity causing them to injure themselves or damage property. There are many more aspects to the hazards of these old flares; I just touched on a few of them to alert you to handle these old flares safely for your own and to all people’s safety.

Now after over 5 ½ years of a long and hard battle, you now have a place to turn in your old flares and I ask each of you to do so for the safe disposal of these hazardous flares to keep them out of our environment and out of the hands of children.

You can now take these old flares to your local Household Hazardous Waste Collection Center to be disposed of properly. Florida DEP has now recognized the hazards pertaining to these old flares and has been working with me for the past four years. It is not only a Florida problem, but a nationwide problem as well. The State of Georgia has contacted me and I’m now working with them to set up a similar solution as we are doing here in Florida and I do hope this catches on all across our nation for the public’s safety.

Now I call upon you to please take your old flares to the Household Hazardous Waste Center, this has been a dream come true for me for your safety, so let’s get rid of these old outdated marine flares properly.
